Wash and clean beef and shrimp, pat dry with clean paper towel. Seasoned beef with baking soda, 1 tbsp cornstarch, 1 tsp garlic powder, black pepper, onion powder, and salt. Season shrimp with remaining seasoning and lemon pepper seasoning. Heat 2 tbsp olive oil on medium heat, add butter let it melts, then brown beef, do this in 2 batches, about 2 minutes on each side, set aside. In the meantime in a bowl add liquid mixtures, brown sugar, ginger 1 tsp cornstarch and whisk well set aside, when finish browning beef, brown shrimp about a minute on each side, remove and set aside in the same pan add remaining 1 tsp olive oil, add garlic and onion and sauté for about 2 minutes, then add bell peppers and sauté for 2 minutes, add liquid mixture and stir to combine well. Cover and bring to a low boil, wait until it thickens up, (about 2-3 minutes) then add shrimp and steak in, stir and combine well. Cook for 5 minutes.
