Heat oil on medium high heat, add garlic, and onion, sauteed for about 2 minutes, then add diced pumpkin, carrots and whole all spice berries, mix to combine well, sauté while stirring for about 3 minutes, add 1/3 cup of water, cover and cook for about 8 minutes. Using the back of a large spoon mash pumpkin, add coconut milk and stir to combine well, add wash rice, and all the dry seasoning, mix to combine well, add remaining 1 cup water, fresh thyme, green onion and hot pepper, cover and cook until rice is cooked about 25 minutes.
